Change Request Module - Confidential functionality

The Safety Reporting ‘Confidential’ functionality has been extended to the Change Request module.

Like with Safety Reporting, a separate Confidential Information access level is also introduced.

Once a Change Request report is made confidential, the proposer's name, contact details, and custom fields marked confidential will be hidden to users, except for the Champion and users with the Change Request ‘Confidential Information’ access level.
