Auto creation of duplicate forms

For some clients, when user clicks the ‘Next Tab’ button, occasionally the system duplicates the form with ‘Draft’ status. Further, user is unable to submit the original form. This was due to a code issue and it was fixed in 3.7.2.28 version.
