Mandatory Favourites should not be Removable by Clicking the Unfavourite Star

Currently if a user has Mandatory Favourite Management access, they are able to attempt to remove mandatory favourites by simply clicking on the unfavourite star.

This was requested to changed to regardless of their (i.e: user’s) permission, that it cannot be unfavourited by simply clicking the star.

There is already existing logic for disabling this star which is seen if the user does not have Mandatory Favourite Management Access:

The access check has been simplified to always prevent its click ability when the document or folder is set to be mandatory.
